That's the percentage of women in the U.S. population.
It is not the percentage of women in positions in the public sector. It is the percentage that, once achieved in every public sector (the workplace, politics, the arts, education) will drastically diminish misogynistic and sexist conduct. It will also benefit the general welfare, as there is a consistent correlation between empowering women and raising the standard of living and reducing morbidity and mortality rates. Not surprising really: make the majority of the population better off and you make everybody better off.
Reducing misogynistic and sexist conduct and improving the general welfare are instrumental goals. 51 Percent is more than just a consequentialist undertaking. To commit to 51 Percent is to commit to the dignity of humankind, to achieve a world in which each person is respected as an end in herself or himself.
51 Percent. That's the goal. To get there we have to let people know about 51 percent. And that will take some money, for press releases and for advocacy ads.
